The cmdlist and dvardump vary in the amount of commands displayed, depending on whether you are on a menu, ingame, or on the server console. There are also commands that aren't categorised and just appear as suggestions as you are typing in the ingame console. There are also quite a few commands that are either "read only" or "write protected". An example would be sv_cheats, as well as several developer commands.
